Decipher Abbreviations and Acronyms

For example, ICPC is used to refer to Interstate Compact for the Placement of Children or International Conference of Police Chaplains as well as several other meanings.

It would depend on the usage. If you had more than one USO center (United Serviceman’s Organisation) you could have two USO’s involved. You could have many typewriters, and collectively, they would be IBM’s. You could have two SPCA’s involved in a project. I think the real problem is not so much that abbreviations and acronyms can’t be used in plural form, but that they normally operate as a single unit.
